I cant find a full set of patch notes anywhere. I can only find ones that list only a few characters and are back in 2010.

Check the frame data area... As far as movelists go, that will tell you whats new and whats changed.

I posted every characters in their respective sections.

Checked BBCS2 at the MCM expo for PSP and 3DS. Once you get used to the D-Pad controls I think it can work out reasonably well and the game itself is still great imo :)
