Depends on the area. If it's an area known to have a large magic-user population, then they'll be magic-related police around every now and again, but fewer than the normal police.

Is use of magic sanctioned in any way? Do you need some kind of licences to use it freely? Also how does magic work anyway? Can you use it with no limits or there is some kind of special energy (mana, magicka call it however you like) that's consumed while performing it?

Yeaaaaaah we've not really decided on that yet. Currently it's an unspecified European city. I originally wanted to set it in the United Kingdom but I'm not so sure any-more...

No, there isn't a licence for it. People are entrusted to use it responsibly- and most people can't use it enough to do any serious damage to anything. Magic use improves as people age/study it generally, as well.

Basically the world allows for magic to work in anyway, shape or form. Some have scientific-ish explanations, others are just more simple. For example, my OC;

Magic has limits, which is the wielders limits. Using magic makes one tired, and hungry, much like physical exercise or fighting. So if someone is exhausted, they won't be able to use magic, and will need to eat/rest/etc before they can properly use magic again.

Takoto, I think I've told you like the 1 billionth time, but you have to watch Fairy Tail, it's almost identical lol Aside from the scientific explanation though.
Magic is basically like the life energy.

Back on-topic; I need to read more into this when I get home. And nah, UK wouldn't be a great idea...
