A brief explanation of Relius Arcade ending:

Relius has Ignis hold a beaten Hazama in a choke hold. Hazama's laughing and coughing while Relius is berating him and wondering what to do next. Phantom shows up, blah blah blah, and then Relius has Ignis impale Hazama and kills him.

So yeah, Relius murdered Hazama.

Wow. It appears that my initial assumption was correct: Relius is stronger than Terumi. Besides, we're talking about Terumi using his BlazBlue and Relius still kicks his ass. I really wonder if Relius is the true mastermind working behind the shadows, making everyone think Hazama was the one pulling the strings. (Relius is known as The Puppeteer in case anyone's forgotten).
