ok so i have been confused about this for a while and have heard many different things.....

is this a new game (disk)

or DLC

if the latter then is it a free update or will i need to purchase it?

Console: It will be a patch that rebalances characters. Platinum will eventually also be a dlc.

Portable: Including the updated balance mechanics, it also has several different modes, 2 of what seem like background stories in the story mode, and new arcade modes for the dlc characters.

Yes. And from what I hear, score attack is easier. Although I'm not sure whether this is because of the new mechanics or if they just made it easier because its a portable version.

It's called Abyss mode & yes, only for the handhelds as for now.
