The law in the U.S.A. and the U.K. is that "parody" works are allowed to be sold. Which would be... say, a picture of Naruto and another character kissing (a character he'd never do such a thing with), or for an easier example, a print of Ragna and Jin on a romantic dinner together, or Ragna mutilating Noel or something. Parody works are stuff that wouldn't actually happen in the anime/manga/series/etc. Which is why most doujinshi sales over here are legal to sell, because they usually contain NSFW material of SFW series', so it can be classed under parody. Parody isn't just under humour, it encompasses NSFW if they series is SFW (though making a hentai doujinshi of a hentai is... a bit weird in terms of the law and I know little about that).

As for art prints, the law on them is, it's up to the publisher as to whether or not they're allowed to be sold. You won't get arrested for making a print of an already existing character or something, but if one made a whole artbook or something, that'd be ground to get sued big time. Here in the UK at the MCM Expo, usually people will only make one print per series. So they'll have one Madoka related print, one Tiger and Bunny, one Naruto, one Bleach, one Guilty Gear, and so on.
Some people break that though and it seems to be fine. As long as you ain't running a stand with like, half one series prints and half another, it should be fine.
Though might want to check whether the publishers of said anime/manga/game are at the con beforehand just to be safe. Ahahhaha...

On the spot commissions are legal, as long as the artist is only making money from one person for said commission.

btw I had the craziest/awesom-ess dream last night that Hazama was in a rap battle with ragna and he rank'd the shit out of him. I mean no joke absolutely ruined him. I'm like tempted to draw this when I have some free time.
