I have heard that it may be carrying on exactly where Phase Shift 2 left off.

Though that isn't confirmed and I don't even know where it left off lol.

You really think he's going to stop making material based around the series' biggest selling point to fujoshis? Who, by the way, account for around 80% of the Phase book sales in Japan, according to an interview released a month after Phase Shift 1... or 2... Can't remember.

It'll probably focus on Hazama/Terumi, Jin/Hakumen, or Ragna/Bloodedge. There's a small chance it might focus on Nine, Caelica, Jubei or Rachel/Valkenhayn, in my honest opinion.
