To fit in with the shape of her body, they have to be behind her back. If her arms are in-front, it gives a completely different body shape.

I readed what you said about it in the first post, but I wasn't taking that art concept as being "official", just like "Tao's face" in some comic book, are you sure that they confirmed it?

Tao's face was featured in a "gag manga"- something official made, but only made for fun, nothing in it is canonical unless stated otherwise.

It's been confirmed that Phantom is Nine, and that sketch looks a lot like Nine. Looking at how Phantom's body is shaped in her story artwork and how the bottom flairs out, It's obvious a human is in the robes, but without arms, or with their arms behind their back.

So with Nine confirmed to be Phantom, I assume that the sketch is canonical, as it wasn't actually IN the concept art section, it was in a section with featured sketches of characters to show off certain parts of their outfits and accessories for references for fan-artists and other such people who need reference on the finer details of characters. Because of that, I'm drawing the conclusion it's canonical.
